Calendar

  1. Deadline for AI systems that are components of large-scale IT systems (Annex X)

AI systems that are components of the large-scale IT systems established by the legal acts listed in Annex X, placed on the market or put into service before 2 August 2027, must be brought into compliance with the Regulation by 31 December 2030 (Article 111(1)).

    Reg. (UE) 2024/1689, art. 111

  2. Deadline for legacy high-risk systems intended for use by public authorities

A transitional provision already present in the original 2024 text, covering legacy systems (Article 111(2)): for high-risk systems placed on the market or put into service before 2 August 2026 and intended to be used by public authorities, providers and deployers must take the necessary steps to comply with the Regulation by this date. It does not concern systems intended for the public sector in general.

    Reg. (UE) 2024/1689, art. 111

  3. Deadline for high-risk systems embedded in regulated products (Annex I)

Chapter III, Sections 1, 2 and 3 (except Article 6(5)) applies from this date to AI systems classified as high-risk under Article 6(1) and Annex I (Article 113, third paragraph, point (c), as replaced by Regulation (EU) 2026/1744). The Digital Omnibus postponed this deadline from the originally planned 2 August 2027.

    Reg. (UE) 2024/1689, art. 113 · Reg. (UE) 2026/1744

  4. Deadline for stand-alone high-risk systems (Annex III)

Chapter III, Sections 1, 2 and 3 (except Article 6(5)) applies from this date to AI systems classified as high-risk under Article 6(2) and Annex III (Article 113, third paragraph, point (c), as replaced by Regulation (EU) 2026/1744). The Digital Omnibus postponed this deadline from the originally planned 2 August 2026.

  5. Deadline for regulatory sandboxes and pre-existing GPAI models

Member States must ensure that at least one national AI regulatory sandbox is operational by this date (Article 57, as amended by Regulation (EU) 2026/1744, which deferred the original 2 August 2026 deadline by twelve months). On the same date, the compliance deadline expires for providers of general-purpose AI models placed on the market before 2 August 2025 (Article 111(3)).

  6. New Article 5 prohibitions and end of the AI-content marking transition

Three effects on this date. First: the new prohibitions inserted into Article 5 by Regulation (EU) 2026/1744 start to apply — point (ba), on systems that generate or manipulate realistic images, videos and audio or similar material of the intimate parts of a recognisable natural person, or of a recognisable natural person engaged in sexually explicit acts, without that person’s freely given, specific, informed and unambiguous consent; and point (bb), on systems that generate or manipulate material or performances within the meaning of Article 2, points (c) and (e), of Directive 2011/93/EU, except where a justification exists under national law. Second: providers of systems generating synthetic content that were placed on the market before 2 August 2026 must comply with the machine-readable marking obligation (Article 50(2)) by this date. Third: the new paragraphs 1a and 1b of Article 5 also apply from this date.

  7. General application date of the Regulation

Most of the Regulation becomes applicable from this date (Article 113, second paragraph). The transparency obligations for AI-generated or manipulated content (Article 50) remain fixed at this date — the Digital Omnibus did not move them, apart from the transitional period for systems placed on the market before this date.

    Reg. (UE) 2024/1689, art. 113

  8. The Digital Omnibus on AI enters into force

Regulation (EU) 2026/1744 enters into force on the third day following publication (Article 4). Articles 102 to 110 of Regulation (EU) 2024/1689, as amended, apply from the same date.
